The Asheville City Council has approved updates to the city’s micromobility ordinance, enabling broader use of personal micromobility devices in Asheville. The decision was made during the council’s regular meeting on August 26, 2025.

Micromobility includes small, low-speed transportation options such as bicycles, scooters, electric-assist bicycles, and e-scooters. Under the previous rules, e-scooters were not allowed on public streets, and skateboards or roller skates were prohibited on streets and sidewalks in business districts. With the new changes, personal micromobility devices are now permitted in designated bike lanes and other applicable transportation facilities across the city.

“These updates are about modernizing our transportation policies to reflect how people actually move through Asheville,” said Ashley Haire, Director of Transportation. “Micromobility is a growing part of urban life, and we want to ensure the community can use these devices legally and safely.”

The updated ordinance follows an October 2023 resolution by City Council that instructed staff to work on the College Patton Complete Streets Project and consider allowing all forms of personal transportation within bike lanes. In response to this directive, city staff reviewed current ordinances, collected feedback from boards and commissions, considered public input as well as industry standards and legal advice before drafting the revisions that were adopted at the August 26 meeting.
