BorgWarner receives renewed Title V air quality permit from Asheville Buncombe agency

The Asheville Buncombe Air Quality Agency has issued Title V Permit No. 11-773-25 to BorgWarner Emissions, Thermal & Turbo Systems, a manufacturer of commercial vehicle turbo chargers located at 1849 Brevard Road in Arden, North Carolina. The permit renewal is part of a five-year cycle and serves to consolidate and clarify all applicable local and federal air quality requirements for the facility.

According to the agency, “The primary purpose of the Title V permit is to consolidate and identify existing local and federal air quality requirements applicable to BorgWarner Emissions, Thermal & Turbo Systems, and to provide practical methods for determining compliance with these requirements.” The permit was prepared following AB Air Quality Code, Chapter 17, Section .0500 – “Title V Procedures” and Title V of the Federal Clean Air Act. Enforcement responsibility lies with AB Air Quality, the U.S. Environmental Protection Agency (EPA), and citizens as defined under the Federal Clean Air Act.

There were no public comments during the 30-day comment period that ended on August 15, 2025. Similarly, no comments were received from the EPA during its 45-day review period ending August 25, 2025. The AB Air Quality Board of Directors approved the permit on September 10, 2025.

The final permit documents are available for public review at the Asheville-Buncombe Air Quality Agency office at 35 Woodfin Street in Asheville during regular business hours.
