Buncombe County announced on May 1 that it will exempt a building purchase project from the requirements of Article 3D of Chapter 143 of the North Carolina General Statutes, in accordance with North Carolina General Statute § 143-64.32.
The exemption means that an ALTA (American Land Title Association) survey will not be required for this specific building purchase project. This decision is based on statutory authority granted to local governments and may impact how quickly or efficiently property transactions can proceed within the county.
In related educational data, recent statistics show that college readiness among Buncombe County school district students varies by subject and grade level. Of the senior students who took the science portion of the ACT during the 2022-23 school year, only 28.5 percent were considered ready for college, as reported by the North Carolina Department of Public Instruction. For junior students taking science, college readiness was slightly higher at 30.1 percent according to the same source.
Reading scores indicated better preparedness: among seniors, 41.1 percent were deemed ready for college on the reading portion of the ACT, while juniors performed even better with a rate of 43.2 percent according to the North Carolina Department of Public Instruction. In mathematics, readiness rates were lower; only 25.6 percent of seniors and 32.7 percent of juniors met college-ready benchmarks as shown by state education data.
