City-owned parking garages have undergone significant accessibility upgrades. This marks the completion of the second phase in a four-phase Parking Garage Capital Improvements Project. The project aims to ensure compliance with the Americans with Disabilities Act (ADA) across several facilities, including Harrah’s Cherokee Center Asheville (HCCA), Rankin Avenue, and Wall Street garages.

The $11 million initiative began with priority repairs completed in 2024, focusing on stairwells, elevator landings, and decks. The upcoming phase will address high-priority repairs such as waterproofing, joint seal replacements, and mechanical, electrical, and drainage repairs. Users of these parking facilities will be informed about construction impacts before work commences at Wall Street and Rankin garages in mid-2025.

The final phase will target medium-priority improvements like replacing HCCA north and south stairwells, framing at Wall Street elevator landings, guard rail replacements, signage updates, and wayfinding enhancements.
